ALBANY, N.Y. (NEWS10) -- With 2023 coming to a close, we’ll be ringing in the new year with some new laws in New York State. Here are some of the notable laws going into effect in 2024. Minimum wage increaseBeginning January 1, minimum wage in New York City, Westchester, and Long Island is set to increase to $16 an hour. For the rest of the state, the minimum wage is set to increase to $15 an hour.Operation of ATVs by minorsDue to the increasing number of all-terrain vehicle crashes involving minors, this new law raises the age to get an ATV safety certificate from the 10 years to 14 years or older. A pair of relatives from Los Angeles County are behind bars after two people were stabbed at a Big Bear Lake earlier this month.At about 1:30 a.m. on Dec. 10, 56-year-old Michael Alvarado of Sylmar got into an argument with a man at the AV Bar and Nightclub, located at 664 Pine Knot Ave., the San Bernardino County Sheriff's Department said in a news release.After that "verbal altercation," Alvarado spoke with his 39-year-old relative Joshua Alvarado, a Whittier resident, who went to his car and returned with a knife, authorities said.Joshua Alvarado then allegedly stabbed the man in an argument with Michael Alvarado, as well as a 17-year-old boy who was a bystander.Both victims were taken by helicopter to Loma Linda University Medical Center. A sexual assault suspect is behind bars more than a year after he allegedly kidnapped and raped a woman in Santa Ana, police said Thursday.On July 5, 2022, the victim was walking home in the 300 block of South Harbor Boulevard around 9 p.m. when the suspect approached and began speaking to her, the Santa Ana Police Department posted on its Instagram page.The 23-year-old victim told police the suspect, later identified as 57-year-old Ignacio Segura Lemus of Santa Ana, asked her to hang out but she refused and tried to walk away. "The suspect then followed the victim, knocked her down, dragged her behind a business, where he sexually assaulted her," The Police Department stated.The victim called police after the suspect fled the scene and detectives began their investigation. On Thursday, Lemus was arrested and booked on several sexual assault-related charges, the Police Department said. (NEXSTAR) – While violent crime has dropped to pre-pandemic levels nationwide, the FBI announced, changes weren't the same across the board. The crime rates remained elevated in dozens of cities around the country.Personal finance site MoneyGeek used the FBI crime data to look at crime rates in 302 large cities and 1,010 small cities and towns around the country. They looked at both violent crime and property crime, and used research by the University of Miami and the University of Colorado Denver to determine the cost of crime in each area. After crunching the numbers, the large city with the highest cost of crime was Birmingham, Alabama. The violent crime rate – which includes instances of murder, manslaughter, rape, robbery and aggravated assault – in Birmingham was 1,682 per 100,000 residents. The Bay Area added thousands of jobs in November, an upswing fueled by big job gains in the South Bay that produced a welcome respite from recent months of employment losses for the nine-county region.The employment gains in the Bay Area suggested that the region has been able to ward off — for now — at least some of the effects of relentless layoffs in the tech industry that began at the start of 2022 and that worsened in 2023.The Bay Area added 5,800 jobs in November, government officials reported on Friday.
