(NEWS10) -- The Watervliet Police Department is searching for a missing vulnerable adult.Mariann Werner was last seen around 2 p.m. Monday in the area of 7th Street and 8th Avenue in the city of Watervliet. WEST POINT, N.Y. (NEWS10) -- Officials at the U.S. Military Academy in West Point opened a 195-year-old time capsule on Monday after it was found inside the base of a monument. The box didn't meet expectations, however. Historians only found a layer of silt they think settled at the bottom because moisture entered the container. ST. CHARLES, Mo. – The mayor of St. Charles wants citizens to help get drivers with expired temporary tags off the streets. He’s calling on them to take pictures of the Illegal tags and send them to the city, so they can pursue legal action.“One of the primary complaints is temp tags,” Mayor Dan Borgmeyer said. “We really can’t assign officers just to handle that, so the police chief and I collaborated and came up with a plan where we’re asking people, if you’re behind a car with an expired tag, take your cell phone, take a picture of it, and we’ll have an email address that they can send it too, and then we’ll follow up on that. Then we can turn this into an administrative function instead of a police function.”The mayor’s idea comes as the state implements a new law that may eliminate 90% of temp tags. ANN, Mo. – The Pattonville School District is expected to announce changes to its policy for attending high school football games after panic among spectators led to Friday night’s game with Ritenour High School being canceled.FOX 2 has learned multiple St. Louis-area districts have been changing their policies in recent years because of concerns about violence.Multiple people were shot at a game in Choctaw, Oklahoma, on Friday night. Nearly a week after tropical storm Hilary made landfall, rising temperatures across Southern California have prompted excessive heat warnings with temperatures reaching as high as 110 degrees. California officials and medical professionals are now urging residents to stay indoors as much as possible through the short heat wave, because spending too much time outdoors in extremely hot temperatures can trigger heat-related illnesses. “Heat exhaustion, some people experience palpitations, headaches, some people will experience nausea and vomiting,” said Dr. John Choi of Loma Linda University Health.Dr. Choi, who specializes in emergency medicine, says heat exhaustion is a precursor to heat stroke, which can be much more severe.
